<strong>今年秋粮收购信贷政策有哪?/strong>
<P>
这位负责人告诉记者：“今年农发行秋粮收购信贷政策可分为两大部分，支持政策性粮食收购信贷政策和支持市场化粮食收购信贷政策。”支持政策性粮食收购，具体包括支持储备粮增储与轮换收购、支持最低收购价粮食收购、支持国家临时储存粮食收购。支持市场化粮食收购，具体包括支持国有粮食购销企业、粮食加工及产业化龙头企业、其他粮食经营企业等各类粮食市场主体积极入市收购秋粮。他解释说，支持政策性粮食收购的贷款为政策性贷款，支持市场化粮食收购的贷款为准政策性贷款和商业性贷款?

从具体贷款品种看，农发行现有储备粮贷款、储备粮轮换贷款、最低收购价粮食贷款、国家临储粮食贷款、其他粮食调控贷款等政策性粮食贷款，粮食收购贷款、粮食调销贷款等准政策性粮食贷款以及商业性短缺流动资金贷款。这些贷款品种能够充分满足各类粮食市场主体收购秋粮的资金需要?

<P>
“简单地讲，政策性粮食收购贷款供应就是贷款企业收1斤粮，农发行就给1斤粮的贷款。”这位负责人说，在整个供应过程中，农发行的工作始终体现出“及时足额?个字：一是在贷款发放环节，按照国家政策规定，企业什么时间申请，农发行就什么时间发放；企业根据需要申请多少，农发行就发放多少。二是在资金支取环节，按照企业事前报送的用款计划，企业什么时间需要，农发行就什么时间支付；企业需要多少，农发行就支付多少。政策性粮食贷款资金只能用于支付收购粮食的价款及政策规定的相关费用，禁止挪作他用?

<strong>准政策性粮食贷款供应如何把?/strong>
<P>
准政策性粮食贷款管理的基本要求是钱随粮走、购贷销还、专款专用、库贷挂钩、封闭运行。核心是盯住贷款企业第一还款来源。关键是抓住贷款发放、贷款使用和收贷收息3个环节，全面监督粮食库存的增减变化。农发行各级分支机构在具体发放准政策性粮食贷款过程中，主要根据当地秋粮商品量，同时结合近几年企业收购情况和销售、存储能力，合理预测各类粮食经营企业的秋粮收购贷款需求，按照“保收购、保优质企业，不保劣质企业”和“因企制宜，适时适度”的原则，核定企业粮食收购贷款额度，做到既支持秋粮收购，又防控贷款风险?

<strong>商业性粮食贷款供应如何把?/strong>
<P>
对粮油加工和产业化龙头企业的商业性粮食收购，农发行原则上发放商业性短期贷款予以支持。发放的商业性短期贷款允许企业周转使用、到期收回。确因解决农民售粮需要和旺季原材料储备又符合粮食收购贷款条件的粮油加工和产业化龙头企业，农发行可适度发放粮食收购贷款，但要严格实行封闭管理，收粮放贷，出库收贷，不允许企业周转使用?

<strong>准政策性贷款最高额度核准制如何操作</strong>
<P>
今年8月，农发行下发了《关于粮棉油准政策性贷款最高额度核准和备案有关操作问题的通知》，要求准政策性贷款最高额?余额)1亿元(?以上?亿元(不含)以下的，由省级分行核准。准政策性贷款余额在3亿元(?以上，或截至审批日企业准政策性贷款余额未达到3亿元,但贷款余额与新审批的准政策性贷款金额合计在3亿元(?以上的，由总行核准。实行准政策性贷款最高额度核准制的主要目的是在做好支持秋粮收购的同时，更好地通过分级核准方式防范准政策性粮食贷款的信用及市场风险?

<strong>如何搭建产销衔接平台支持跨区收购</strong>

跨区收购是有效解决主产区农民卖粮问题的有效途径之一。农发行在具体贷款支持方面，一是采取“联合贷款、此增彼减”的方式，支持跨省级区域的粮食收购。二是采取“销区贷款、委托监管”的方式，支持省内跨县级区域的粮食收购?

<strong>多部门协作保证农民售粮款及时兑付</strong>
<P>
近几年农民售粮方式发生了很大变化，由过去的农民直接送粮至粮库，转变为主要由农村粮食经纪人到农户收粮后集中交售到粮库。同时，政策性粮食贷款对象也发生了较大变化，由各收购粮库，转变为以中储粮直属企业为主?
<P>
“在整个过程中，任何一个环节出了问题都会影响农民售粮款的兑付。”该负责人告诉记者，农发行确保对贷款企业及时足额供应粮食收购贷款，并在其他环节提供信贷服务并发挥监督作用。但是，做好秋粮收购资金供应工作需要相关部门共同努力。他说，地方政府特别是各级粮食行政管理部门要切实加强对收购市场的管理，规范各方行为尤其是要防止粮食经纪人拖欠农民售粮款。中储粮系统以及各收购企业要加大工作力度，严格执行政策，切实维护售粮农民利益。人民银行及相关金融机构要根据当地农发行的要求和委托，做好秋粮收购的现金供应工作?
