是托底政策，因此将在考虑今年农民种植成本、纺织承受力等因素的前提下确定收储价格，绝不会高价入市收储。例如上年度，当市场价格异常下跌，影响到棉农的基本收益时，国家以12600?吨启动了临时收储政策，从而稳定了棉花市场，保护了棉农的利益?p> 棉花市场与纺织形势利益攸关。据工信部、商务部等部门及纺织企业反映，今年最后一个季度的出口订单呈现短期化、小批量特点。虽然受圣诞节等因素影响，近期国际订单略有增加，但仍以短单、小单、急单、低档单为主，与形势最艰难的去年底、今年初相比有所好转，但回升态势并不稳定，纺织品服装出口同比仍是下降的。特别是由于国内外棉花价格存在较大差距，纺织企业成本较高，竞争力减弱，爬坡艰难。棉纱价格虽略有上涨，但涨幅远远低于棉花，市场出现籽棉收购价格涨幅高于皮棉销售价格，而皮棉售价涨幅又高于棉纱价格的现象，显示纺织企业无力承担过高棉价，流通企业经营风险较大?p> 针对上述情况，中国棉花协会负责人介绍说，全国棉花工作电视电话会议后，国家棉花调控会商联席会议制度已经启动。与前几个年度不同的是，今年国家有较为充足的调控资源，较为灵活的调控手段，较为丰富的管理经验。有关部门和行业组织加强调研，保持沟通，会商形势，掌握动态，根据市场变化，可以随时启动组合手段调控稳定市场。除了目前的抛储、农发行贷款风险控制等措施外，不排除适时地发放进口配额以补充国内资源?p> 据中国棉花协会预警系统监测，尽管籽棉开秤价格高开高走，但销售市场无大起色，多数棉花加工企业特别是龙头企业比较理性，入市谨慎。已开秤的企业少数微利，大部分出现购销倒挂。因此，新棉收购初期，市场出现僵持局面，必须准确判断和把握新棉收购形势，以避免不必要的生产、经营风险?p> <center>
