<font face="宋体">?月份中，大部分时间里炒作美国天气，几乎一波反弹就和早霜挂钩?/font><font face="宋体">节后大豆开盘犹如芝麻开花节节高，给人一种咄咄逼人的感觉?/font>
<P>
<font face="宋体">10月初美国农业部报告产量比9月报告略有减少，造就了近期价格一路狂飙，市场真的会一蹴而就吗？</font>
<P>
<font face="宋体"><strong>第一、美国农业部报告只比预期略有减少</strong></font>
<P>
<font face="宋体">美国农业?0?日公布了最新大豆月度供需报告，报告将2009/10年度美豆播种面积和收获面积各较上月小幅下?0万英亩，分别?7.5百万英亩?6.6百万英亩，由于过?个月中早霜天气对大豆影响不大，美豆单产水平由上月?2.3?英亩上调?2.7?英亩，尽管单产数据低于市场预期，但从上月开始的上调趋势仍得以维持。对于市场关注的重点数据美豆产量和期末库存数据均较上月有所上调。美豆产量由上月?2.45亿蒲式耳上调至本月?2.50亿蒲式耳，低于此前市场预测?2.91亿蒲式耳均值水平。预计美?009/10年度大豆结转库存?.3亿蒲，低于市场预测的2.57亿蒲均值（预测区间2?3.33亿蒲）?/font>

<font face="宋体">报告中还显示，中?009/10年大豆产量预计在1450万吨，较上月预估下降50万吨?%，较去年同期减少100万吨?%?/font>
<P>
<font face="宋体">大豆播种面积预计?80万公顷，较上月减?0万公顷，较去年同期修正后的面?10万公顷下?0万吨。农户削减了2009/10年大豆种植面积，因利润不佳且政府对其他作物实行帮扶政策。单产预估持平于每公?.65吨，但低于去年同期水准和五年均值?/font>

<font face="宋体">黑龙江省大豆产量占中国全国总产量的40%。土壤湿度适宜播种，但5月非季节性的干热天气令黑龙江?5%的土地出现旱情?/font>

<font face="宋体">春季天气干燥，?月和7月天气潮湿且相对凉爽，令作物生长迟缓。中国东北地区其他地方的旱情?月中旬持续至8月中旬，对开花和结荚的大豆产生不利影响，进一步打压产量前景? 大豆收割已经开始，将持续至10月?/font>

<font face="宋体"><strong>第二、国务院布置秋冬农业生产工作</strong></font>
<P>
<font face="宋体">12日召开的国务院常务会议上，分析农业生产形势，研究部署做好秋冬种工作。会议指出，要全面加大对农业特别是粮食生产的政策支持力度，将提高小麦及稻谷的最低收购价格，继续实施玉米、大豆、油菜临时收储政策，完善操作办法和机制，健全农产品进口协调机制?/font>

<font face="宋体"><strong>第三、国储拍卖还是不?/strong></font>
<P>
<font face="宋体">14日在安徽粮食批发交易市场及其联网市场举行国家临时存储大豆竞价销售交易会，本次计划销售大?0.39万吨，实际成?.22万吨，成交率0.44%。??0日国储拍卖出?.1967万吨。成交量并没有有效放大，说明市场对此价格的不认同?/font>
<P>
<font face="宋体">另据最新了解，今年大豆临储政策可能在月底出台，价格预计将高于上年?/font>
<P>
<font face="宋体">前期传言关于国家大豆补贴由月初延迟至21日执行。具体指标为内蒙预计15万吨，吉?5万吨，黑龙江150万吨，辽?万吨?/font>
<P>
<font face="宋体"><strong>第四、国内大豆进口略有减?/strong></font>
<P>
<font face="宋体">据中国海关总署公布数据显示，中?月大豆进口量?75万吨，较8月减?2%。为11个月来最低水平。贸易商预计?0月大豆进口将减少?50万吨，甚?00万吨以下，但11?2月的进口或均将超?00万吨?1?月累计进口量?,236万吨?008年同期累计进口量?,869万吨，同比增?2.8%?/font>

<font face="宋体">总体看，目前国内的大豆供给充裕，不存在供给紧张?/font>
<P>
<font face="宋体">综上所述，我们可以看出，美国丰产已成定局只比预计略有减少并没有做多得充分根据?/font>
<P>
<font face="宋体">国内秋冬农业工作中并没有提及大豆收购价格，小麦因今年大旱，而提高保护价不足为奇。大豆定价可谓难办，定价太高就形成“价格高地”美豆就会源源不断流向我国，对我国大豆产业形成冲击，油脂企业亏损生产?月份美国大豆协会来我国大豆主产区考察，期间建议我国集中力量发展食品用大豆，也就是放弃榨油，虽遭到我方人士的反对，但美方人士所说也不是毫无根据的?/font>
<P>
<font face="宋体">目前国储大豆的拍卖就是最好的例证。前期定价偏离市场，虽保护广大豆农的利益，但也得不到市场的认同，大部分油厂都是停工检修机器，大有一幅“刀枪入库，马放南山”的架势?/font>
<P>
<font face="宋体">定价太低，又贱农伤农，影响农民种豆的积极性，国储大豆拍卖更加困难。到那时又将大量进口国外大豆，这样一来恶性循环，我国在大豆产业彻底受制于人?/font>
<P>
<font face="宋体">近期有人士建议：大豆临时收储在价格的制定上既要参考进口大豆的价格，也要参考大豆期货的价格，收储价格与这两个价格相比既不能过高也不能过低?/font>
<P>
<font face="宋体">笔者个人认为，如果这样定价，国储价格将低去年收购价格，那将对近期大豆价格来说将是利空打压。近期，市场传言补贴政策，如果传闻得到证实，不言而喻国储大豆等于降价拍卖?/font>
<P>
<font face="宋体">近期行情上涨为资金利用近期美国秋霜对美豆的影响和报告中略低于预估产量，可对于天气来说只是对大豆收割进度有影响与产量并无多大关系，报告中比预估略低实际变相称美豆产量创历史新高。可是单就大豆生产成本来说也不支持过度下跌?/font>
